According to BBC UK, rental (shared) scooters will be legally available from Saturday 4 July to ease the pressure on public transport and commuters.
The Department for Transport (DfT) said the first shared scooters could go on the market next week after a “guide to sharing scooters” was published

The document is outlined as follows:
1. Vehicles are prohibited from driving on sidewalks, with a speed limit of 15.5 miles (25 km/h), and riders are advised to wear helmets.
2. Private-use electric scooters are still illegal on the road.
3, under the new rules set by the DfT, as part of a 12-month trial, local authorities such as England, Scotland and Wales could allow the operation of scooters in their areas.
4. Users must have a formal or temporary car, motorcycle or moped license plate to use, and must be 16 years of age or older.

With this law in place, the public has two voices.
Worried parties:
Opposition has been raised, saying there are fears that the UK, like other countries, will have shared scooters flooding the streets and posing a potential security threat to pedestrians. There are also concerns that the rule will give the green light to those who are ready or have already purchased a personal electric scooter.
Deborah Farley-Persaud, a disabled athlete, says an electric scooter can cause fear for blind people because it has no sound, you can’t see it and you can’t hear it. Two-thirds of visually impaired people say they are concerned, according to a survey by the Royal Institute for the Blind (RNIB).
Ms Farley-Persaud, a 51-year-old resident, said she had seen people driving scooters in the city and ended up in an accident.

Support parties:
Transport Minister Rachel Maclean said the tests would allow the government to test whether electric scooters could provide “green, low-cost commuting, which could also help ease the burden on the transport network, provide another green way of travel and eliminate social distance”. Back in May, the British government set up a special fund for transport improvement of 2 billion pounds, which also includes support for the development of bicycles and electric scooters. Some 50 local authorities have expressed interest in the Government in conducting the trial.

Cycling London (LCC) said: “The arrival of electric scooters offers a cleaner, lower-carbon alternative to cars and buses for those who don’t want to cycle. “

The LCC calls for legalizing electric scooters and allowing the use of bike lanes, not sidewalks.
Co-owned scooter companies such as Spin, bird and voi have said they have implemented a collective disinfection of electric scooters to prevent the spread of the outbreak.
Amy Moore, a 34-year-old college teacher, says she loves using electric scooters as commuters, and if private electric scooters can be legally on the road in the future, then sharing scooters is a good “try and buy” education model.
