In the first year of the introduction of electric scooters in Minneapolis, travel from people with disabilities on the city and the University of Minnesota campus has been problematic.

Earlier this month, members of the Student Cultural Center for Disabled Students (DSCC) met with representatives of spin, an electric scooter company, to discuss ways to improve the frequent stacking of electric scooters on campus sidewalks. The group also met with representatives of the University of Minnesota Parking and Transportation Services (PTS).

Ondrew Tillotson, president of the Center for Disabled Students, said he had heard that many places were inaccessible because of blockages on electric scooters.
At the beginning of the school year, student groups met with representatives of PTS representatives and discussed the topic.
“We met with the Student Disability Group to discuss their concerns to determine how to operate in the future,” Steve Sanders, PTS’s alternative transportation manager, said in an emailed statement. “
Thylson said Sanders listened to the group and helped them reach out to Spin and Lime, another electric scooter company.
“My meeting with DSCC has been a valuable outcome,” Max Paletz, Spin’s senior operations manager, said in an emailed statement to the Minnesota Daily News. Their feedback will inform our university’s development plans. “
Palez said in a statement that the meeting was an opportunity to discuss with student groups about how Spence can fix the scooter’s traffic jam by using facilities such as parking piles to ensure that the electric scooter is well-placed.

Sanders said in an email that the University of Minnesota’s contract with the electric scooter company for the coming year is still pending.
In recent months, minneapolisans have responded to concerns about electric scooters.
Minneapolis-backed activist Noah McCourt is suing the city, alleging that the ADA and the state violated anti-discrimination laws. McCourt said electric scooters make the city’s sidewalks impassable, and the city needs to take practical steps to solve the problem.
“I think it’s really a regulatory challenge,” he said. “
When someone gets hurt by an electric scooter, it’s hard to know who is responsible, McCourt said. He said the driver registration would help.
“If you don’t know who the driver is … Who’s in charge at the end of the day? “
He is pushing legislation to tighten controls on electric scooters and ban electric scooters from being parked on sidewalks( except in designated areas.
He said McCourt will hold a hearing on his lawsuit in the coming months.

David Finley, director of the Minnesota Disability Council, said the second section of the Americans with Disabilities Act says cities have an obligation to keep sidewalks open.

He said McCourt’s lawsuit could spell out how electric scooters are handled specifically and which department would be responsible for keeping scooters off the sidewalk.
Finley says it’s important to let everyone know about it, because people with disabilities don’t always get around piles of electric scooters.
“People need to know that there are other people using these sidewalks,” he said. “Some people may not be able to get on the bus, some people may not be able to get to work because of the mess of electric scooters. “
